Paper Abstract:

Today more and more juveniles use the Internet for their education, leisure and other aspects of life. However, most of
them do not know the way of ethical and legal use of the Internet and hence they commit a cyber-crime, either
unintentionally or, sometimes, intentionally. This paper reports the results of the effect analysis of cyber-ethics education
program for juvenile cyber-criminals on probation sentence, especially based on Attendance Centre Order. The education
was offered to 135 juvenile cyber-criminals from 5 probation offices in Seoul. All participants completed the structured
questionnaire concerning cyber-ethics awareness index called cyber-ethics sensitivity index both before and after their
education. For the final analysis of the 94 completed questionnaires, SPSS 11.0 statistics program was used. Main areas
of cyber-ethics sensitivity of the criminals contains illegal copy, notation of Internet resources, providing personal
information, abusing of others personal information, pornographic Internet content, online game addiction, and movie
download by p2p. The results of research are as follows. First, in the pre-test, it was indicated to be the lowest when
having faced obscenity and to be the highest in the cyber-ethics sensitivity index on the behavior of abusing other's
personal information. Second, as a result of performing T-test by calculating indexes for sensitivity towards cyber-ethics
after integrating illegal copy of software, source elucidation according to citing other's data, providing personal
information, seriousness in online game, abuse of other's information, viewing obscenity, and illegal download of movie
file, it was indicated that there is significant difference in the level of p<.001 between pre-test and post-test. Accordingly,
the cyber-ethics education program was found to be effective in improving the ethical awareness of the juvenile cybercriminals.
In conclusion, it needs to enhance the cyber-ethics education program as the Attendance Centre Order program
institutionally for the prevention of a juvenile cyber-crime. |
