Paper Abstract:      The subject matter of digital government, and of digital services in general that are linked to it, represent the object of a continuous monitoring in order to evaluate their evolution over the time. In particular, the digital infrastructure gap can be assessed according to the circumstances in broadband connectivity services that are either totally absent or insufficient in several respects. In this paper it is suggested that, in order to make Internet become a real social and market institution, a Digital Government should, therefore, put forward a technological architecture model, as well as a model for public services and market exchanges.
