Paper Abstract:      This paper redirects the evaluation of current education and prepares a new scale to measure educational performance of New Millennium Learners who will become core talents in future society. Based on literature review, experts’ validation, pilot studies, and national survey, three domains with four factors of each have been identified. Cognitive domain includes information management, knowledge construction, knowledge utilization, and problem-solving abilities. Affective domain contains self-identity, self-value, self-directedness and self-accountability factors. Socio-cultural domain includes social membership, social receptivity, socialization, and social fulfillment.
