Paper Abstract:
|
Internet governance and network neutrality are key factors that will shape the future of the Internet. They are intensely
debated and controversial issues lacking consensus referring to the global control and operation of key Internet resources
such as IP address allocation. Administrative control and technical operation of the Internet are relevant for the global
dissemination of information and the global economy. Thus political and technological aspects and considerations are
interwoven and cannot be separated. Furthermore the existence of an open market, transparency and competition has a
major impact on Internet governance and network neutrality. Current trends and developments regarding Internet
governance, network neutrality and e-government with a focus on Latin America have been observed to evaluate current
and future implications on the Internet. Key Internet operation and maintenance organisations such as the Internet
Corporation for Assigned Names and Numbers are currently in the process of formulating the scope and agenda of future
Internet governance. Institutional as well as market governance will remain present for the network access and content.
Additionally network governance is having a major impact upon these aspects and is strongly present in the control and
operation of the Internet with further implications regarding network neutrality. |
