Paper Abstract:
|
In South Africa, urban areas tend to have better infrastructure and more economic opportunities than rural areas. Whereas the government regards electricity, among other services, as a basic need and service not all residents have equal access. There are currently significant socio-economic disparities within municipalities, with the major differences clearly visible with regards to economic activities, poverty, and access to capital and social infrastructures. Prepaid electricity is seen as a modern form of electricity metering which allows the resident control of their electricity consumption. It also helps provide electricity to residents without them accumulating bills and debts. This paper looks at how the prepaid electricity services and access could be improved by the use of mobile phones, a technology that most rural residents are conversant with. |
