Paper Abstract:      Providing access to government information and services to citizens via the Internet has emerged as a key component of e-Government. Broad objectives of demonstrating leadership in the Information Society and improving citizen access, while restraining or reducing costs, are well understood and have global relevance. However, local implementation with resource constraints, limited experience and limited awareness has challenged policy makers and managers. This paper reviews strategies applied by Australian governments at national and state levels. From a proposed typology of policy approaches, effectiveness of strategies for encouraging participation of government agencies can be examined. It is argued that the objectives of maximum participation and maximum effectiveness, particularly through online integration of services, cannot be dealt with simultaneously.
