Paper Abstract:      Modern societies deal with several issues related to the development of digitally literate citizens. Following an extensive literature review, we found that (1) the social and cognitive developments of N-Gen’ers have been shaped by the technologies they rely on; for instance, they are an autodidactic generation with a preference for multitasking; (2) even these ‘techno-gurus’ can be digitally illiteratethey often use technology (a) in ways that may compromise their privacy, safety, or integrity, or (b) to collect information that is not credible; (3) there exist conceptual and methodological gaps between the need for digital-literacy frameworks and reliable findings across cultures, age groups, social groups, and individuals; (4) it is nearly impossible to construct a clear, linear developmental pathway to digital literacy according to age since the technologies are constantly changing, thus creating new tools and making existing tasks possible at a younger age; and (5) there are clear indications of new forms of digital divide phenomenon, but few evidence of actions taken to do bridging.
