Paper Abstract:

It is argued that information and communication technologies (ICT) can lead to development, especially in developing
countries. With this in mind, developing countries have been rushing to implement ambitious ICT projects in rural areas
through the direct-indirect supervision of institutions such as the World Bank, the United Nations (UN) and other
donor/local agencies. When considering ICT for Development (ICT4D) projects in developing countries, considerable
emphasis has been paid to the implementation of the projects, rather than understanding the impact of these interventions
at the local level. There exist some frameworks to explain ICT4D projects; however, these tend to be highly theoretical
and not applicable in practice. In this paper, we propose a conceptual framework aimed to improve understanding of the
impact of ICT4D projects in developing countries at the micro (community) level. |
