Paper Abstract:

Over the last years, the necessity for sharing clinical information among different healthcare institutions has been growing along with the growing population mobility. Nowadays, the ultimate goal is that clinical information is accessible regardless of context, place, time or where it was collected. In order to accomplish that, several countries have been launching projects usually known as Electronic Health Records (EHR), including Portugal in 2010. Those projects involve huge efforts since they gather challenges from business alignment to operational deployment and development. This paper describes and analyses the project that was launched in Portugal, in terms of its strategy and high-level architecture. We present a different architectural approach that we believe could help tackle some present and future problems the system faces. The approach follows the principles of Metropolis Model and advocates an effort distribution in development and information management with stakeholders through a focus on open and standardized interfaces. |
