Paper Abstract:

With the rapid advancements in technology and the increasing digitization of government services, e-Government adoption has emerged as a crucial factor in developing and modernizing countries, particularly in the context of developing nations. However, cybersecurity concerns have been recognized as a significant barrier to the widespread adoption of e-Government services. This paper explores the relationship between the perception of cybersecurity vulnerability and e-Government adoption by citizens in developing countries, focusing on three selected countries, South Africa, Zambia, and Botswana. Underpinned by the technology threat avoidance theory (TTAT), the protection motivation theory (PMT), and UTAU2 as the theoretical lens and the quantitative research, this study proposed a Research framework. The model was tested using survey data from 600 selected respondents who accessed local municipality services using online-administered questionnaires. Regression analysis was used to analyze the data and test the hypotheses. The findings reveal that perceived susceptibility, distrust, risk, and uncertainty propensity significantly influence e-government adoption. The results of this study have implications for decision-makers and practitioners involved in e-government matters seeking better ways to improve online services to citizens. |
