Paper Abstract:      In response to the increased social pressure on the goals of teaching, Morocco has decided to adopt the competency-based approach. This reform intends to remedy the inefficiency of its educational system, to improve the quality of training and, therefore, make profit of its investment in education on all levels. Motivated by a strong desire to create the necessary conditions for the various contributors in this reform, so they could adopt this approach effectively, we propose a formalism that will make explicit all the implicit practices of the 'competency' in the learning in class and in e-learning, and that will facilitate the conceptualisation and the implementation of this approach. The conception of a domain ontology seems to be the appropriate solution to reduce or even eliminate the conceptual and terminological confusion and ensure a shared understanding to improve communication, sharing, interoperability and reusability.
