Many low-income countries face enormous challenges in implementing their health programs. While implementation of programs has been a possible due to the support of several donors, sustainability of the implemented programs and tools is strongly dependent on several aspects. One of the reasons for the failure of implemented information systems is related to the lack of training strategy at all level and for all users. In this article we provide a case analysis of the implementation of District Health Information System (DHIS2), a Health Management Information System (HMIS) within the health sector of Mozambique that is being used to help the management of health programs. Looking at the strategic training perspective we highlight the role of community around DHIS2 training, trust and use. We examine the function of the various actors in the training processes at the various levels of the health sector in Mozambique, which involved designing strategy, training, human resources and others. The theoretical lens for the analysis is around strategies for the development of capacity to support health information systems. This case helps us to understand the empirical analysis of an ongoing project (the Health Information Systems Programme or HISP), and to analyze some fundamental strategies for implementation and strengthening of the HMIS. The study is based on long participation as co-organizers in the various processes of organization of training and participation of national training courses for managers of several levels of the health system of Mozambique. |
