Paper Abstract:

There is wide acceptance that urban planning systems should support citizens to take more actively part in planning
problem solving and decision-making. This paper explores the use of mobile devices and applications for improving this
situation. First, computer based planning systems and challenges of participatory planning are presented, then soft
systems methodology and this ongoing study are demonstrated with the objective of improving the current participatory
urban planning process. Traditionally urban planning is expert centric process. The rapidly spanding urban planning
applications challenges the role of experts in various ways. At the same time in the field of information systems design,
user centric design process is emphasized. This paper describes an ongoing study to determine requirements for a
participatory mobile urban planning system. The focus is on finding new ways to support participation and
communication in planning process with using mobile devices. The main aim is to study particularly informal
communication between citizens and experts in so called wicked problems that occur during the planning process. |
