Paper Abstract:      A major challenge for the emerging Semantic-Web field is to locate and capture the knowledge on the Web and structure it in a format that can be easily processed. In this paper we strongly advocate the idea that the Semantic Web should be grounded in the information access method humans are most comfortable with — natural language. Our aim is to integrate two major AI fields, i.e. knowledge-based processing (Knowledge Representation and Reasoning) and Natural Language processing in providing mediation services in order to allow a Web customer to use natural language in formulating the query and to liberate content providers of the cumbersome process of content annotation. The Hierarchical Semantic Forms (HSF) and a Space of Universal Links (SOUL) that we introduce here aim at making the first steps in that direction.
