Paper Abstract:      Caffarella (2002) believes “planning, delivering, and evaluating education and training programs for adult learners is both an organized and a haphazard endeavor” (p.14). This descriptive paper illustrates the complexities of planning an educational program “endeavour” for a web-based learning environment. Specifically, it illustrates the application of Caffarella’s (2002) interactive model of program planning (IMPP) to the development of a web-based program of learning for a group of classroom teachers (associate teachers) who host and supervise Bachelor of Education students during their required field experience (or practicum) in Ontario classrooms. Although this paper addresses some of the technical aspects of planning within an e-learning environment, it features largely, the broader aspects of planning a program of learning for a specific group of users, as it relates to a web-based learning environment. The six critical components of the IMPP, their application, challenges, and outcomes within the context of planning a web-based associate teacher learning tool (ATLT) as an alternative educational strategy to providing learning opportunities to a specific group of learners are described.
