Paper Abstract:      In this study, a model for crowd evacuation of a high-rise building at the time of the outbreak of an earthquake and the fire was developed. It is based on the multi-agent method. Only the stairs are used for evacuation. Whether an agent advances or stops are decided by the capacity installed in the stairs and floors. The individual agents can move there unless they exceed people permitted by a unit area. Because the passage capacity of stairs and the floor can be changed dynamically anywhere, we can observe the situation when floors or stairs were damaged during evacuation. In addition, emergency services can go up to the upper floor against the flow of crowd. Each agent moves in principle based on local information near oneself. However, about the cases that the inside of stairs has been clogged up, the wide area information equivalent to the broadcast in the hall is conveyed to the agent after several minutes. Based on this modeling, the refuge of about 1,000 students from a building of twelve stories of our university was simulated.
