Paper Abstract:      There is a seemingly interminable debate amongst academics and practitioners as to exactly how successful information systems can be developed and whether that equates, in any way, with how they should be developed. One school of thought prescribes a mechanistic approach with detailed methods and tools, while others opine that such an approach is in no way grounded in real-world experience and recommend a partial or fully amethodical line of attack. The truth, of course, is that there is almost certainly no silver bullet, no single “right” way to develop all information systems. Instead, for each new project there is a unique conflagration of technology, personnel, time, budget, market, social attitude and fashion to be faced by developers, who themselves are equipped with different levels of experience and ability. These related elements all bounded by a legal contractual system which finds it difficult to reflect the rapidly evolving nature of information systems development. This paper outlines a framework developed from case study observations and indicates a potential direction for further research linking software development with the socio-technical environment of stakeholders in the target organisation.
