Paper Abstract:

In the past e-government is used as a well known label for improved government organizations. However an inefficient
and ineffective government isnt modernized by using a new label. A modern government is a government that
understands what is happening in society (social intelligent) based on valid information (intelligence). The social web
(web 2.0) allows governments to act as a knowledge based intelligent government. In this article we will discuss the
impact of web 2.0 on the rise of the intelligent government as part of the so called Second Society.
First, we will discuss the emergence of the Second Society and the most important characteristics of that society. Against
this background we discuss the policy stages within the public sector that are currently being influenced by new internet
applications, namely policy development and implementation, monitoring and management.
Second we present a framework to classify modern internet applications, namely a classification based on the functions
that these applications fulfill (sharing of information, mobilization, meeting, supporting and transactions). We also
compare Web 2.0 applications with previous technologies and give some examples of new internet applications.
We conclude that new internet technologies have enough potential to realize a knowledge based intelligent government.
However, not only the challenges, but the possible threats of new internet applications deserve more attention as well.
Otherwise participation of citizens can not be successful. |
