Paper Abstract:      In the domain of real-time systems, quality of service for multimedia systems has traditionally focused mostly on the development of low-level mechanisms, i.e. algorithms for resource scheduling and resource enforcement. Which mechanisms are applied and in which way they are applied is often decided by higher-level decisions or policies. This is an important fact that has usually not been sufficiently covered in the existing literature. This paper presents an approach for easily integrating system-level policies with lower-level mechanisms. The target systems of this approach are consumer electronics systems that are embedded multimedia systems. These devices are mainly dedicated to high quality media processing, and they also run web-based applications. Flexibility and robustness are two of the most important concerns of manufacturers of these devices. This work addresses flexibility by presenting a component-based design for a quality of service resource manager that coordinates application execution. This design supports easy integration of mechanisms and policies. Also, robustness is addressed by relying on real-time technology.
