Paper Abstract:      This research has aimed to propose a strategy for a digital service oriented to provide information of public bus service for the Greater Metropolitan Area of Costa Rica. The lack of this solution fails to provide the user and the involved the “multidimensional model of actors”, we propose a strategy adapting some good practices from Santander’s experience. Broad political goals, like the plan of converting Santander in a smart city confirm that the feasibility for implementing e-services depends more on political factors rather than just economic or technological ones.
