Paper Abstract:      Promoting the easy interaction between the citizens with the multiple sectors of public administration is a tendency in e-government, which have grown hugely in the last year. It is acknowledged as Whole-of-Government. The Portuguese Government have been endorsing a several of initiatives with this aim and this paper describes the full process of how the dematerialization of the medical certificate for driving license was achieved. From the involvement of the different entities, to the information system architected that promotes the transmission of this information. One year since its implementation and with more than 780.000 medical certificates issued and transmitted electronically, it was important to review all the process, as well as provide an overview of all the medical certificates issued, the HL7 FHIR messages exchanged and what can be improved to provide a better, simpler and reliable service to all citizens. This success case taught us the importance of the correct evolvement and articulation of the multiple sponsors of this WoG initiative, of the interoperability between every sponsor, etc. With this process we ensure a greater control, simplification and optimization of the medical certificate for driving license issuing. All these factors can be availed in other dematerialization processes.
