Paper Abstract:      Despite the anticipated benefits of efficiency, cost savings, inclusion and overall citizens’ satisfaction; adoption and use of ICT and related technologies in government (e-Gov) remains low in developing countries. One of the main challenges has been trust. It is believed that the online environment poses a series of risk and uncertainties which user’s find difficult to navigate through and develop trust. In such uncertain situations, users engage in hedging strategies to shield from the risks that they would be exposed to and ensure themselves from any loss. This study seeks to explore what hedging strategies online users employ to guard against risks associated with the use of e-Gov services. Following an interpretive paradigm and semi-structured interviews as a means of data collection, the study identifies three hedging strategies associated with the adoption of e-Gov services in the Western Cape of South Africa.
