Paper Abstract:      The healthcare system in developing nations still has a lot of gaps in it such as the lack of medical professionals, poor or no public health surveillance and improper healthcare records. With the proper use of Information and Communication Technology (ICT) tools, these gaps can be bridged. In this paper we propose an integrated healthcare system composed of three distinct modules that bridge the aforementioned gaps. The three distinct modules are a public health e-surveillance system with the use of mobile devices and the internet, a clinical decision support system and an electronic records database. With the integration of these three modules, the healthcare for developing nations can be greatly improved and the UN Millennium Development Goals 4, 5 and 6 can be met.
