Paper Abstract:      In the United Kingdom there is a significant amount of interest in the area of electronic procurement in both the central and local government agendas. This paper suggests Jane Fountain’s (2001) concept of ‘technology enactment’, as a guiding framework to analyse the implementation and impacts of e-procurement technologies within public sector institutions. Within this context the implementation of e-procurement technologies can only be understood as part of the broader public sector’s socio-technical mechanisms. Individuals and public sector institutions enact e-procurement technologies by their interpretation, design, implementation, and use of them in their specific organisational/institutional settings.
