Paper Abstract:      Nowdays, an increasing number of government entities are using the World Wide Web to interact with their citizen by providing on line services. However, in spite of their richness and convenience, the services provided on line cannot be processed by software agents. Therefore, we propose in this article the use of semantic Web and Web services technologies for making man-machine collaboration possible in eGovernment. We have designed and implemented a semantic Web services framework as a meeting place between federal/provincial providers of investment assistance programmes and citizens and enterprises. On the one hand, we built an ontological data base describing these assistance programmes with the semantic Web Darpa Agent Modelling Language (DAML). On the other hand, we created a Web service infrastructure for government providers to publish their services. A Web portal with an integrated search and matching engine acts as the unique point of contact for governments partners.
