Paper Abstract:
|
This paper addresses the use of information and communication technologies (ICTs) for supporting the marginalized
groups and for reducing the digital divide. When the United Nations released the Millennium Declaration which issued
the benefits of ICTs for development and poverty eradication, the Korean government has made many efforts to help the
marginalized people with plans for reducing the digital divide. Therefore, this paper inspects these works for reducing the
digital divide from this standpoint. In Korea, the government started a grassroots project for helping the disadvantaged;
the whole government has performed information education for the whole nation since 2000. Furthermore, for systematic
and comprehensive performances, Korean government enacted the law regarding the closing of digital divide in 2001,
and set up the 1st master plan (2001~2005) and the 2nd master plan (2006~2010) as national plans. The relevant
government ministries have made works to reduce the digital divide by setting up and performing each action plan. This
paper discusses the implements mentioned above, current situations and the impact that resulted from these endeavors.
Furthermore, this paper intends to share some experiences within the above plans. This research therefore addresses estrategy
for helping the marginalized groups and reducing the digital gap by using a case study of Korea. The reason for
inspecting these empirical lessons is for the purposes of sharing and re-learning. |
