Paper Abstract:      Most e-government initiatives are undertaken with the objective of improving business atmosphere and to foster the creation of new business. In addition, another important aim of e-government implementation is to lower the corruption, turning the governmental transactions as transparent as possible. This papers aims to measure the impact of change of e-government index (and its composing sub-indexes) in the ease of doing business and the rate creation of new business. The study used a panel data design, with three points (years 2008, 2010 and 2012), in two change periods (2008/2010 and 2010/2012), collecting data from various databases: Doing Business Report by World Bank, United Nations E-Government Survey, Corruption Perception Index by Transparence International and World Bank Entrepreneurship Survey. The data was joined and analyzed with non-parametric correlation and stepwise regression. Online Services and Human Indexes were found the most related to the Doing Business Rank, corruption perception was not related to any variable, neither new entrepreneurship rate. Suggestions for future research are also presented.
