Paper Abstract:      More frequently Public Authorities and Representatives Institutions in the European Union (EU) (National , Regional and Local Authorities) need Information and Communication technologies (ICT) as tools to improve interaction and communication with citizens, including projects and strategies related to e-Democracy activities in government agendas. This paper presents a list of key e-Democracy factors that can be used by Authorities to define strategic innovative projects in e-Democracy frameworks, and to support IT-governance (Information Technology Governance) models in the design and implementation phases of those strategic projects. A real-world application of these factors in a Parliament is featured in this paper.
