Paper Abstract:      The existing disaster support systems have not been so investigated for “the victims in unfamiliar environments” such as sightseeing travelers and people in their business trips. This research analyzes the potential problems about visitors in disasters. First, decision process of visitors was modeled when they meet disasters. Based on this model, the decision support system of the visitors is proposed using the multi-agent framework, in which agents are organized hierarchically. The bottom level agents manage the districted area, collecting information of the evacuees and controlling the evacuees according to the guidance of the higher level agents. The top level agent manages the whole city. The agents guide people by using mobile phones, mobile PCs, and the parametric speaker system on the streets. The system identifies the current location of the users and provides information based on the decision-making process of the visitors when they meet disasters. We applied this framework to Kyoto city, the most famous sightseeing city in Japan, with many sightseeing facilities and festivals. Through computer simulations, we verified the effectiveness of this framework.
