Paper Abstract:
|
This article deals with our research result of development of an index to measure the individualized level of the
information value recognition and the information use. The Index will be used to diagnose the information culture level
of the country so that it can serve as a base to advance the information culture-oriented citizenship. The main contents are
like followings. First, conceptualization attempt is made to draw up the Information Culture Index and its extract
components. Then, discussions follow to elaborate theories on these selected components of the information
culture. Then, it suggests indices and items designed to measure information culture components on a scoring scale.
Empirical analysis is used to verify these scalable items of the selected information culture indicators. Finally, suggestion
is made to create a score system for distribution of weight across indices, followed by the suggested policy implication of
the Information Culture Index and the future research task. Empirical analysis is conducted to verify statistically the
measurable items of Information Culture Index through the data collection of home visit interviews of Internet users and
the SPSS program. In this article we suggest that a method called Information Culture Index could be a useful method for
researchers and political decision makers concerning the development of Interne culture. |
