Paper Abstract:      The application of an inter-organizational e-Government system is one of the government instruments to help carry out its duties and functions in providing services to the community. This study was conducted to examine and determine the factors that influence the primary performance of the cross-organizational e-Government system, namely "Effectivity," "Efficiency," "Accountability" by considering "Technical," "Managerial/organizational," and "Institutional/Inter-organizational" factors. Technical factors consist of "Information Quality" (IQ) and "Information "Information System Quality"(SQ), managerial/organizational consisting of "Management Support" (MS), "Citizen-centric" Innovation Organizational Culture (CC), "Lack of Negative Experience" (NE), Institutional/inter-organizational consists of supporting Administrative Procedure (SA), "Interdependence Between Agencies on Administration Exchange" (IB), "Inter-agency Trust in Information Exchange Performance" (IA), and "Shared Goal" (SG). The data processing method used in this study is Partial Least Square (PLS) by testing the structural model (outer model) and the measurement model (inner model). The findings of this study provide suggestions for developing the performance of cross-organizational e-Government systems based on factors that have a significant influence and obtain strategic recommendations that can affect the performance of cross-organizational e-Government systems of Surabaya City Government in Indonesia. In addition, it also provides a methodology for implementing conceptual models for further research related to an integrated cross-organizational e-Government system.
