Paper Abstract:      The theoretical foundation of e-government research in developing countries has been lagging behind and studies that evaluate e-government services from the perspective of citizens have received little attention. Furthermore, extant literature on e-government has emphasised technological aspects at the expense of social and cultural traits that influence the demand for e-government. This paper proposes a conceptual framework for evaluating e-government adoption factors among citizens in the context of Botswana. Relevant literature on e-government adoption among citizens was reviewed and a framework for assessing e-government adoption factors among citizens is proposed. Suggestions on the application of the framework in an interpretive and qualitative environment are provided, followed by the discussion and conclusion of the paper.
