Paper Abstract:      In this study the focus is on ethical questions concerning the ever problematic relation between privacy and trust in information society. This paper summarizes some preliminary findings from an ongoing comparative study about the way how two Nordic countries; Finland and Sweden dealt with confidential data concerning offers of Asian catastrophe on 26th of December 2004. Trust towards governing authorities requires a possibility for certain privacy — but on the other hand, governing authorities occasionally need to restrict the right to personal privacy when greater good is in jeopardy. Emerging influence of ICT in public sector has enhanced work processes and dissemination of information, and thus the importance of ethical issues concerning privacy have become more important than ever. The aftermath of Asian catastrophe has drawn well founded questions upon privacy issues from public in Nordic countries, and this article tries to give perspective to these through comparative analysis of taken actions by public authorities.
