Paper Abstract:      A new understanding of capacity building in development studies stresses the need for reciprocal and collaborative relationships to replace models based on flows of expertise from developed to developing countries. Hence university international collaborations need to be designed to ensure equal participation and to ensure benefits to both parties. This paper reports research concerning the development of a collaborative on-line module involving a Chinese and a UK university relating to entrepreneurship and cross-cultural collaboration, and demonstrates a process of how such reciprocal relations can be established. This case study offers suggestions, concerning methods of intercultural working and the use of Web 2.0 technologies, for similar international collaborations in higher education.
