Paper Abstract:      The Secondary Use Act came into effect in Finland in 2019. It created a national authority, Findata, as the only authority in Finland which can authorize the use of clinical patient information for academic and other users. This has both advantages and disadvantages. When a researcher requests clinical information all the requests go through a single authority and data from more than one register can be requested with a single application. In this article we discuss the advantages and disadvantages of this health care research jurisdiction and compare the Finnish model to the systems in use in other Nordic countries. We also describe the possibilities and limitations this poses to modern data sharing paradigms.
