Paper Abstract:      Building systems that make sense and are accessible to the citizen – and thus also bring benefits for the society as a whole – requires a socio-technical vision of the problem. Furthermore, the development of software systems to promote digital inclusion asks for a development process that considers the different interaction needs of people. To face this challenge, we have experimented the use of Organizational Semiotics methods articulated with Participatory Design techniques within an agile perspective. This paper presents and discusses the design activities that were conducted ranging from stakeholder analysis and participatory planning to implementation and evaluation of a web application. Finally, we discuss some lessons learned using the proposed approach.
