Paper Abstract:      Human resource is obviously considered the strategic weapon for emerging economies to survive in the global competitive environment. Developing countries such as Vietnam, are struggling to enhance the capacity of the young workforce through training. However, training is a costly strategy, often arising with the concern of its effectiveness due to the big gap found between training and performance in organizations. The proposed research is an attempt to deal with the issue of academics capability building in the Vietnamese Higher Education (HE) Sector with three key objectives: (1) to understand the process of developing academic capability, (2) to investigate expectations of the Vietnamese HE management system (as evident in academic performance management) to foster that process, and (3) to consider managerial implications for academic capability building in Vietnam. The topic will be studied under the light of organizational learning theories, using mixed method approach. Data will be collected through in-depth interviews and a survey which are developed based on information obtained from informal scope interviews with Vietnamese university leaders and academics.
