While introducing new interaction tool between government and society, social obstacles break the surface. These have to be conquered, so that E-Tendering can be broadly implemented within everybody's interest to collaborate with the proposed system as a form of interactive and transparent solution. This is the first study that demonstrates the most important social and cultural aspects emerging the implementation of E-Tendering system for Kingdome of Bahrain. The main social aspects explored herein include E-Government initiatives and plans, digital divide problem, language barrier, communication methods, electronic payment and security and privacy concerns.
