Paper Abstract:

Evolution of internet use reached all over the world including government to enable internet communication between
government entities to reach business and citizens in a way more convenient, efficient and quicker than over.
Consequently, Bahrain Tender Board is planning to implement an Electronic Tendering (E-Tendering) solution that acts
as an automated interface between the several stakeholders of the tendering process willing to create conspicuous savings
for the government and companies. While introducing new interaction tool between government and society, social
obstacles break the surface. These have to be conquered, so that E-Tendering can be broadly implemented within
everybody's interest to collaborate with the proposed system as a form of interactive and transparent solution. This is the
first study that demonstrates the most important social and cultural aspects emerging the implementation of E-Tendering
system for Kingdome of Bahrain. The main social aspects explored herein include E-Government initiatives and plans,
digital divide problem, language barrier, communication methods, electronic payment and security and privacy concerns. |
