Paper Abstract:      Recent advances in Web community systems changed the ways in which the Web users operate the system. Only a couple of years ago the majority of the Web users merely consumed the content published by certifiable organizations and persons. Nowadays, users are increasingly publishers of the content - the most prominent example of such a development is Wikipedia. Due to combination of Wikipedia and modern search engines such as Google that provide easy access to information the following phenomenon has been recently observed. Very often, the Web users start and finish their Web activities with Google and Wikipedia – they use information that they find there without any critical inspection and for whatever uses they might need it. This situation leads to a number of problems in different areas such as education, scientific publishing, or journalism to say the least. The problems include but are not limited to plagiarism problem, uncertainty of information, or fragmented knowledge. In this paper we present a system called Austria-Forum that, for a local Austrian context, tries to remedy these problems by combining promising community aspects with more formal editorial publishing concepts. The result is a Web encyclopedia that guarantees the quality of easy accessible information. Obviously, Austria-Forum can not match the scale of Wikipedia but it provides mechanisms for easy integration with other similar contextualized Web encyclopedias.
