Paper Abstract:      This paper show 3 points. Firstly, in Korea ICT projects have undergone Ministry of Strategy and Finance’s budgetary program self-assessment since 2008. The evaluation results of 2008 and after 2009 show significant differences. Secondly, ICT projects conducted by agency-level organizations show higher grades than those conducted by ministry/ committee-level organizations. Thirdly, ICT projects in the area of social welfare and education show lower evaluation grades than those in the area of diplomacy, administration and economy. Putting together the conclusions, the evaluation framework and indicators need to be improved so as to allow application of diverse characteristics of the projects as well as the surrounding environment further to enhance fairness, validity, and acceptability of evaluation.
