Paper Abstract:      Rapid world-wide growth in Internet and Web use has stimulated many initiatives aimed at applying information and communication innovations to create what has been called a “digital” of “electronic democracy”. Over the last years, the field of secure voting schemes has attracted much attention from researchers. Since many security requirements are involved, some of them are contradictory, there exists no obvious universal solution. This paper aims to provide a secure electronic voting scheme for multi-candidate elections in national and local authorities where the set of voters is predefined. The key concept introduced is the theoretical aspect of “Physical Multiple Administration (PMA)” which in combination with the “Identical Ballot Boxes (IBB)” technique empowers the security of the system. The IBB system aims at offering guarantees in terms of legitimacy, security anonymity and secrecy in the voting and tallying processes. The voting scheme has been developed taking into consideration the Greek legislation and the organizational details of currently applicable voting procedures.
