Paper Abstract:
|
E-government success (or failure) is beyond just technological considerations. This paper shows the relevance of assessing power resources of actors involved (or presumably involved) on e-government policies in order to set feasibility on specific projects. The analytical model used for computing feasibility is explained and applied on state procurement systems of Chile and Costa Rice. The resources of an actor and how they are used are set by analyzing public official or media documents, research reports and interviews. The differences found between both countries show the importance of considering e-government as a multidimensional problem, not only a technological one. Indeed, the model contributes on clarifying how important it is to asses political, economical or administrative dimensions on results for e-government projects. |
