Paper Abstract:

Can information systems contribute to democracy, and can web intelligence applications promote this goal? This paper
describes the ongoing implementation of web intelligence tools in the public health and education sectors. These
applications were first developed for use by public sector decision-makers. However, their nature as web-enabled
publications and the ease of use suggested applications beyond the institutions' limits and touching upon issues of
transparency, accountability and social oversight. This paper examines a Social Information Platform as a tool for
improved public decision making, policy analysis and especially, as a promising but challenging tool for democracy. |
