Paper Abstract:      The growth of electronic communication between governmental offices highlights the need for sensitive information to be transmitted securely. The constant evolution of cryptographic techniques and standards has lead to a need for a flexible approach to encryption. This paper describes a framework that allows such a flexible approach and places it in the context of eGovernment.
