Paper Abstract:      Digital inclusion does not depend exclusively on the investment in infra-structures, which envolves politics about the universalisation of internet access, or on the extension of the number of computers or telephone lines per inhabitant. The focus on costumer-machine interaction together with the application of artificial intelligence and data minning techniques is essential, in order to use the ICTs as possible tools for reverting the enormous social debt and increment democracy. If these necessities are not fulfilled, the population will still be able to express itself but will not have the garanty to be heard. Politics of digital inclusion were analysed in three brasilian cities. An e-PPB model was suggested for each case study, based on statistics techniques, data minning and A.I., that will allow the local population to send suggestions and requests, which will be filtered, classified and read. The objective of the model was to avoid frustrations generated by expectations deposited on ICTs and consequently increase digital inclusion and participation on the decision-making process.
