Paper Abstract:      It is widely accepted that future mobile wireless systems which will be founded on Internet joined with diverse access technologies, seamless mobility is combined with the concept of All-IP, offering the incessant multimedia service. Session Initiation Protocol (SIP) besides offers mobility management, which has offered the multimedia application. Hence, SIP will be suited for heterogeneous networks in the future. However, the handoff procedure with SIP suffers from undesirable delay and hence packet loss in some cases and causes transport quality badly, which is detrimental to that demand stringent quality of service (QoS) requirements. In this paper, we propose with low-layer information to assist it, which utilize AP Signal to Noise Ratio (SNR) value and propose AP Service Boundary Point-in-time method, makes predictive address in proper opportunity, and handoff procedure in the AP service edge zone, which can reduce the packet loss, and guarantee to transport quality during handoff procedure
