Paper Abstract:      In this paper a Knowledge Management Framework able to generate and make available to decision makers information and knowledge tools for the analysis of the market dynamics is presented. The proposed solution covers the whole process of the Knowledge Management, characterized by the integration of distributed informative resources with heterogeneous content. By collecting data from Local Government Agencies and Small & Medium Business, this framework presents a Cooperative Architecture’s Information System where each actor acquires new added value services outsourcing from other ones. The core of this cooperation is realized with Web Services technologies. The whole knowledge discovery process is based on Data and Web Mining techniques.
