Paper Abstract:      This paper describes preliminary results of a Requirement-Based Costing (RBC) approach designed to help estimate development time and cost of software projects. Such approach intends to lay down an estimation technique in which managers might rely on better IT assets control in terms of human resources and the activities necessary to development system requirements. Through the aid of accounting theories and using evolving development tools, we believe that we have reached a point where time and cost estimation can now be partially controlled when applying MDA tools and DDD techniques to standardize system development and to restrain inappropriate decisions of those whose only responsibility is to build the system.
