Paper Abstract:

For the daily operations and management, many organizations are highly depending on the support of IT. Even though
Carr has controversially argued that IT does not matter, there seem to be a prima facie evidence that even the most
ambitious business vision still needs IT to enable it. To this point, in the development and implementation of IT strategy,
the focus and emphasis has been more on technologies and less on the non-technical components. Thus, this paper
focuses on the connection between the technical and non-technical, including the relationship between actors, in the
development and implementation of IT strategy. Actor-Network Theory (ANT) is employed to understand the impact of
non-technical factors on the development and implementation of IT strategy in an organization. ANT provides a
perspective on the importance of relationships between actors that are both human and non-human. |
